Instead of the old extreme "states' rights" attitude on the part of the provinces, as illustrated by the refusal of the others to aid Manchuria and Chihli in the war with Japan, the beginnings of an intense nationalism are now very clearly in evidence. Even Confucius no longer looks backward.

The whole-province of Chihli is shaking; North China will soon be in flames; any one with half a nose can smell rebellion in the air.... This is one side of the picture, the side which friendly Chinese are painting for us.

Toward the end of the eleventh moon Her Majesty granted an audience to the Viceroy of Chihli, Yuan Shih Kai, and as this particular day was a holiday and Miss Carl was absent, I was able to attend. Her Majesty asked him for his opinion of the trouble between Russia and Japan.
