The Provinces of New Mexico and the Californias are contiguous to the territories of the United States, and if brought under the government of our laws their resources mineral, agricultural, manufacturing, and commercial would soon be developed.

This I had intended for our church at New Archangel, but finding the priests there more in need of punishment than reward, I concluded to bring it here and offer it as a manifest of my admiration for what the great Franciscan Order of the Most Holy Church of Rome has accomplished in the Californias. Have I been too presumptuous?" The priests all wore the eager expressions of children.

It is in two parties, one commanded by Captain Rivera y Moncada and accompanied by the Franciscan priest Padre Juan Crespi, the other commanded by Gaspar de Portola, governor of the Californias for Spain, and accompanied by the Franciscan priest Padre Junipero Serra.

I can not enter the valley of Mexico, and there discuss the various subjects that present themselves, without first gathering from California the data that will elucidate the condition of a country abounding in precious metals. There is a striking dissimilarity between the two Californias. The American State of California is as celebrated for its fertility as for its mineral wealth.

In less than seven months after Mexico commenced hostilities, at a time selected by herself, we have taken possession of many of her principal ports, driven back and pursued her invading army, and acquired military possession of the Mexican Provinces of New Mexico, New Leon, Coahuila, Tamaulipas, and the Californias, a territory larger in extent than that embraced in the original thirteen States of the Union, inhabited by a considerable population, and much of it more than 1,000 miles from the points at which we had to collect our forces and commence our movements.

No Constitution has yet been established here; and Arguello's power, or perhaps ability, was inadequate to introducing that which he had proposed. Many changes are still necessary in the Californias before they can become the happy and flourishing countries for which Nature intended them. On the morning after our arrival, I visited old Sanchez in the Presidio.

They are big things, with big men behind them. They represent the Oregons and Californias toward which sturdy pioneers are moving, undeterred by obstacles. The live questions to-day concern not the material so much as the moral development of the nation. For it is seen that the future welfare of the people depends on the creation of a finer type of civic life.

"She is the only girl in the Californias whom I shall not let alone." I could have shaken him. "To what end? And her brother? I have often wondered which would rule you in a crisis, your head or your passions." "It would depend upon the crisis. I am afraid you are right, that altiloquent Reinaldo will give trouble."

In the meantime, as Mexico refuses all indemnity, we should adopt measures to indemnify ourselves by appropriating permanently a portion of her territory. Early after the commencement of the war New Mexico and the Californias were taken possession of by our forces. Our military and naval commanders were ordered to conquer and hold them, subject to be disposed of by a treaty of peace.

Had I not a wife myself, I believe I should throw my jewels and my ugly old head at thy little feet." Ysabel glanced with some envy at the magnificent jewels with which the Governor of the Californias was hung, but did not covet the owner. An uglier man than Pio Pico rarely had entered this world.
