It is true that we knew the plan of campaign set forth by Gen. Bernhardi, but we naïvely believed that, whatever might be the opinion of a General, the Chancellor of the Empire would consider a treaty bearing the imperial signature as something more than a mere "bit of paper." Germany has also been untrue to her signature by violating the treaty of neutrality of Luxembourg.
Belgium is being taxed, tariffed, pounded, and impounded into the German empire. There is some difference in size between Belgium and Russia, but no difference in principle with respect to their German relations. "World power or downfall," Bernhardi put it. Since the outbreak of the war the pamphlet literature in the countries of the Entente has been full of citations from German political writers. In England, in particular, the names and works of Bernhardi and of Treitschke have become more familiar than they appear to have been in Germany prior to the war.

Nowadays all England is reading Bernhardi, and shuddering at Prussian glorification of war; but no one mentions Bishop Welldon of Calcutta, who advocated the Boer war as a means of keeping the nation "virile"; nor Archbishop Alexander, who said that it was God's way of making "noble natures". The British God had other ways of improving nations for example, the opium traffic.
Early last year, in the course of some comments which I made upon the slighting remarks about our army by Gen. von Bernhardi, I observed: "It may be noted that Gen. von Bernhardi has a poor opinion of our troops. This need not trouble us. We are what we are, and words will not alter it.
The acting throughout was artistic, Professor Bernhardi impersonated by Bruno Decarli, and Father Reder by Alfred Abel, the latter a subtle characterisation. The "team play" of the Kleines Theatre company was seen at its best in the third act, where the directors hold a stormy meeting. It was the perfection of ensemble work.
Morality, though it may bind the individual, does not bind the State, or, as General von Bernhardi has expressed it, "political morality differs from individual morality because there is no power above the State." In similar fashion the worship of wealth carries numerous consequences with it, which are well worthy of consideration.
An enormous literature grew up on the lines of Treitschke, Houston Chamberlain, and Bernhardi, with novels and romances to illustrate side-issues, and the Press playing martial music. The students and intellectuals began to be infected; the small traders and shopkeepers were moved; and the war-fever gradually spread through the nation.
Upon the fall of Napoleon she seized the continental hegemony, and will fight to keep it. But what does her energy amount to? . . . As our Bernhardi says, the English people are merely a nation of renters and sportsmen. Their army is formed from the dregs of the nation. The country lacks military spirit.
