Independent, however of the arrearages due for military services and supplies, it is presumed that a further sum of $5 millions, including the interest on the public debt payable on the 1st of January next, will be demanded at the Treasury to complete the expenditures of the present year, and for which the existing ways and means will sufficiently provide.

It has been estimated that during the year 1816 the actual receipts of revenue at the Treasury, including the balance at the commencement of the year, and excluding the proceeds of loans and Treasury notes, will amount to about the sum of $47 millions; that during the same year the actual payments at the Treasury, including the payment of the arrearages of the War Department as well as the payment of a considerable excess beyond the annual appropriations, will amount to about the sum of $38 millions, and that consequently at the close of the year there will be a surplus in the Treasury of about the sum of $9 millions.

It was the ground of a quarrel, which began mildly but grew more and more embittered until it seemed as though the count's madness, lulled for a short time, was demanding its arrearages from the poor wife. That day I had started from Frapesle at half-past ten to search for flowers with Madeleine.

They were volunteers, bringing with them rations for but a few days, and it could hardly be expected that they would remain as patiently as did Parma's veterans, who, now that their mutiny had been appeased by payment of a portion of their arrearages, had become docile again.

Six and a half millions of arrearages were due to the army, while its current expenses were six hundred thousand a month. The military expenses alone of the Netherlands were accordingly more than seven millions of dollars yearly, and the mines of the New World produced, during the half century of Philip's reign, an average of only eleven.

The expenditures of the Department during the year which ended on July 1st, 1828 have exceeded the receipts by a sum of about $25,000. The excess has been occasioned by the increase of mail conveyances and facilities to the extent of near 800,000 miles. It has been supplied by collections from the post masters of the arrearages of preceding years.

Never was so splendid an income more desirable. The king's share of the cargo was enough to pay half the arrearages due to his mutinous troops; and for such housekeeping this was to be in funds. There were no further exploits on land or sea that year. There were, however, deaths of three personages often mentioned in this history.

Early in 1589 however, the whole garrison became rebellious, disarmed and maltreated the burghers, and demanded immediate payment of the heavy arrearages still due to the troops.
