When the latter was not caricaturing Robert Morris, staggering off with the Administration on its back, or "Miss Assumption and her bastard brats," its anti-Federal part was abusing Hamilton as the arch-fiend who had sold the country, and applying to him every adjective of vituperation that fury and coarseness could suggest.

Eight States having ratified, the signature of New Hampshire, the next in order, would mean union and a trial of the Constitution, a prospect which could not fail to influence the thinking men of the anti-Federal party; but it was from the ratification of Virginia that he hoped the greatest good.

Constitutional government in the United States began, in its national phase, with the inauguration of Washington, but the experiment was for a long time a doubtful one. Of the two parties, the federal and the anti-federal parties, which had faced one another on the question of the adoption of the Constitution, the latter had disappeared.

The federalists styled their opponents anti-federalists. The anti-federalists designated their opponents tories. In April, 1789, there was an election for governor of the State of New-York. The anti-federal party nominated George Clinton. A meeting of citizens, principally federalists, was held in the city of New-York, and Judge Robert Yates was nominated in opposition to Mr. Clinton. Mr.

Look around you, inhabitants of America! and see of what characters the anti-federal junto are composed.—Are any of them men of that class, who, in the late war, made bare their arms and girded on the helmet in your defence?—few, very few indeed, of the antifederalists, are men of this character.

But it is impossible to disconnect the relation between names and things. When the anti-federal party dropped the name of Republicans to assume that of Democrats, their principles underwent a corresponding metamorphosis; and they are now the most devoted and most obsequious champions of executive power the very life-guard of the commander of the armies and navies of this Union.

The election for governor was warmly contested; the federal party supporting Judge Jay, the anti-federal party George Clinton. When the canvassers met, difficulties arose as to the legality of the returns from certain counties, particularly of Otsego, Tioga, and Clinton.

The moral certainty, therefore, is, that there will be an anti-federal majority in the ensuing legislature; and the very high probability is, that this will bring Jefferson into the chief magistracy, unless it be prevented by the measure which I shall now submit to your consideration; namely, the immediate calling together of the existing legislature.

That party, which in the commencement of the contests respecting the constitution was denominated federal, had generally supported the measures of the administration. That which was denominated anti-federal, had generally opposed those measures.

Whatever may have been the cause of this change, it is certain that they soon abandoned the federal, and united their political destiny with the anti-federal party. Although these gentlemen, as politicians, were acting in concert with Mr. Burr, yet there was no cordiality of feeling between them.
