That there was such a danger at the time of M. Delcassé's retirement from the conduct of French foreign affairs just previous to the Algeciras Conference is a matter of general conviction in all countries; but there is no publicly known evidence that danger of war between England and Germany has been acute at any time of recent years.
Algeciras and San Roque gleamed white on the opposite shore of the bay, while the dear old Rock itself looked fresher and cleaner than usual, exhaling a most delicious perfume of flowers. As the sun rose, the twitterings of the birds in the Alameda sounded most homelike and delightful.
External evidence of the new place of the United States in the world might be found in the position taken by Roosevelt as peacemaker between Russia and Japan, and, more significantly, in the rôle played by the American representative, Henry White, at the Conference of Algeciras in 1906.
No movement was made until after sunset, for some of the gunboats over at Algeciras might have put out, had they seen any preparations for making sail; but as soon as it became dark the anchor was hove, the sails dropped and sheeted home, and the brig began to move slowly through the water.
M. Delcassé, the French Foreign Minister, opposed the proposal, and for a time war between France and Germany appeared inevitable; but France was not in a military position to ignore Germany's threatening language, M. Delcassé had to resign, the French Cabinet under M. Rouvier agreed to the conference, and it met at Algeciras in January, 1906.

From this standpoint it is patent that the whole arrangement means a lowering of our prestige in the world, for we have certainly surrendered our somewhat proudly announced pretensions to uphold the sovereignty of Morocco, and have calmly submitted to the violent infraction of the Algeciras convention by France, although we had weighty interests at stake.
Algeciras had other claims which it urged day after day more winningly upon us as the last place where we should feel the charm of Spain unbroken in the tradition which reaches from modern fact far back into antique fable.
One of our first experiences as we cleared Algeciras, with turrets like our martello-towers sentinelling the hills, and the three-masted wreck "Been twenty-one days there," said the skipper, "and not an effort has been made to raise it yet, and not even a warning light is hung over it at night" was to sight a bottle-nosed whale puffing and spewing its predatory course.
Along that pleasant shore bare-legged fishermen spread their nets, and going and coming by the Gibraltar boats were sometimes white-hosed, brown-cloaked, white-turbaned Moors, who occasionally wore Christian boots, but otherwise looked just such Moslems as landed at Algeciras in the eighth century; people do not change much in Africa.
