In 1890 there were about 15,000,000 pupils in the public schools receiving elementary instruction, while only one in 455 of the population was under superior instruction in colleges. The majority of this small number will be among the real leaders of the country. The character of the nation will, in a large measure, depend on the character of the colleges which train and shape these leaders.

Their superintendence is not inefficient, for several reasons: the colleges in order to become corporations stand in need of a charter, which is only granted on the recommendation of the regents: every year funds are distributed by the state for the encouragement of learning, and the regents are the distributors of this money.
