The ultimate plan, which proved too visionary, was to consolidate under one control a vast network of lines extending all over the continent. The syndicate had made little progress toward rehabilitation when the panic of 1893 occurred. In this year and the next the earnings of the Baltimore and Ohio fell off rapidly and the dividend was reduced.
McKinley and the majority of Congress were in full sympathy, and the Dingley act had the approval of the administration. Practically the entire force under the many-sided Doctor was recruited from the Rhodesian police and they were all captured by the Boers. Rhodesia was left defenceless. The Matabeles seized this moment to strike again. Ever since the defeat of 1893 they had been restless and discontented. Various other causes contributed to the uprising.
