History of Peru during the Viceroyalty of Don Antonio de Mendoza. About this time Don Antonio de Mendoza, the viceroy of Mexico, was appointed viceroy of Peru, and landed at Lima, where he was received with great demonstration of joy and respect. He was accompanied on this occasion by his son, Don Francisco de Mendoza, afterwards general of the galleys in Spain.

Lord Lytton's Viceroyalty confirmed them in the belief that from the Conservative party they had little to hope for, and his drastic Press Act of 1879, though not unprovoked by the virulent abuse of Government in some of the vernacular papers and the reckless dissemination of alarmist rumours during the worst period of the Afghan troubles, was held to foreshadow a return all along the line to purely despotic methods of government.

The King of Saxony was grateful in a lively sense of favors to come, and his grand duchy of Warsaw became an armed camp, the Poles themselves expecting their national resurrection. The prince primate's realm was erected into a grand duchy for Eugène, whose viceroyalty was destined for the little King of Rome, and under the stimulus of a fresh nationality the people gave more than was demanded.

For that reason he had given Graham a profession in diplomacy, and for that reason he had privately applied to the Ministry for the Viceroyalty of India, in the event of its speedy vacancy. He was eminent enough not to anticipate refusal, and with economy in that lucrative post much of his pecuniary difficulties might have been redeemed, and at least an independent provision secured for his son.

And it is worthy of observation that a similar view is expressed by a Scotch writer of great ability, who, contrasting the mode in which Scotland is governed with that which prevails In Ireland, farther denounces the Viceroyalty "as a distinct mark that Ireland is not directly under the sovereignty of Great Britain, but rather a dependency, like India or the Isle of Man."

He concluded by offering to Vargrave, in the most cordial and flattering terms, the very seat in the Cabinet which Lord Saxingham had vacated, with an apology for its inadequacy to his lordship's merits, and a distinct and definite promise of the refusal of the gorgeous viceroyalty of India, which would be vacant next year by the return of the present governor-general.

The latter, perceiving that the secession of the Mamluks made the regaining of their former power an absolute impossibility, pleaded the cause of Mehemet Ali with the Porte, and obtained a firman re-establishing his viceroyalty, on condition of his payment of an annual tribute of about $1,000,000.

Shortly after this, viz., in April 1524, the Muhammadans of Bijapur attacked these same mainlands with success, during the viceroyalty of Dom Duarte de Menezes. On October 31 of that year the Chamber of Goa wrote a report to the king of Portugal in which occurs the following passage:

He concluded by offering to Vargrave, in the most cordial and flattering terms, the very seat in the Cabinet which Lord Saxingham had vacated, with an apology for its inadequacy to his lordship's merits, and a distinct and definite promise of the refusal of the gorgeous viceroyalty of India, which would be vacant next year by the return of the present governor-general.

Thence came the finest tobacco, the finest chocolate, the finest indigo, the finest cochineal, the hides of innumerable wild oxen, quinquina, coffee, sugar. Either the viceroyalty of Mexico or the viceroyalty of Peru would, as an independent state with ports open to all the world, have been an important member of the great community of nations.
