The Polentani appear first in the story of Ravenna in or about the year 1167, when we find them acting as vicars for the archbishops. We next hear of them as Podesta, their long rule really beginning, as I have said, in 1275, when Guido il Vecchio, a rather formidable soldier, appears as captain of the people and victor over Cervia, whose territory he added to the dominion of Ravenna.

Each of the seven little states, on the other hand, regulated its own internal affairs. Above all these district officers was a Podesta, a magistrate identical, in name and functions, with the chief officer of the Italian republics. There was sometimes but one Podesta; sometimes one for each province.

At a great assembly in the Roncalian Fields, Frederick caused the prerogatives of the empire to be defined according to the terms of the civil law. The family of Zeno, in Venice, was very ancient, and not only of the highest rank of nobility, but celebrated for the performance of great actions, and the highest offices of the state had been filled from time immemorial by persons of the family. About the year 1200, Marin Zeno assisted in the conquest of Constantinople, and he was Podesta, or governor of that city, about 1205.

San Remo was bound to contribute ships and men for service in Genoese warfare, but in return its citizens shared the valuable privileges of those of Genoa in all parts of the world. Genoa, as purchaser of the feudal rights of its lords, nominated the podesta and other judicial officers, but these officers were bound to administer the laws passed or adopted by the commune.
