The influence which is derived from stainless integrity, the influence which is derived from the vilest arts of corruption, the strength of aristocratical connection, the strength of democratical enthusiasm, all these things were for the first time found together. Newcastle brought to the coalition a vast mass of power, which had descended to him from Walpole and Pelham.
And the government is the ruling power in each state? Certainly. And the different forms of government make laws democratical, aristocratical, tyrannical, with a view to their several interests; and these laws, which are made by them for their own interests, are the justice which they deliver to their subjects, and him who transgresses them they punish as a breaker of the law, and unjust.

The city of London, on the other hand, and most of the great corporations, took part with the parliament, and adopted with zeal those democratical principles, on which the pretensions of that assembly were founded.
