What is very remarkable, is, that on the occasion of a royalist conspiracy, Bonaparte caused, by a senatus consultum, one hundred and thirty jacobins to be transported to the island of Madagascar, or rather to the bottom of the sea, for they have never been heard of since.

In legislative measures, a senatus consultum was brought before the people by the consul, or the senator who originated the measure, after it had previously been exhibited in public for seventeen days. The inferior magistrates, whose office it was to superintend affairs of local interest, were elected by the Comitia Tributa.

During the Emperor's absence, the former is the President of the Senate, and the latter the Governor of this capital, and commander of the troops in the interior; so that the one dictates the Senatus Consultum, in case of a vacancy of the throne, and the other supports these civil determinations with his military forces.

The Imperial Princesses of the Bonaparte family are to be hereditary grand officers, together with as many foreign Empresses, Queens, Princesses, Countesses, and Baronesses as can be bayoneted into this revolutionary sisterhood. Had the Continent remained tranquil, it would already have been officially announced by a Senatus Consultum.

A mother acquired full right as the old Senatus consultum Tertullianum had decreed to the property of a son or daughter who died childless ; but if she married a second time, and her son or daughter died without leaving children or grandchildren, she was expelled from all succession and distant relatives acquired the property. Justinian changed these enactments to a pronounced degree.

It will lessen the pretensions of the constituted authorities, by telling them indirectly, 'It is not to your Senatus Consultum, to your decrees, or to your votes, that I am indebted for my present Sovereignty; I owe it exclusively to my own merit and valour, and to the valour of my brave officers and men, to whose arms I trust more than to your counsels."

It was thus on record as an auctoritas senatus, "resolution of the senate," not a senatus consultum. A perfect specimen is given in Letter CCXXIII. This auctoritas was to the effect that no one was to undertake the restoration. M. Cicero presents his compliments to P. Lentulus, proconsul.

But it was soon seen that the term Emperor was the only one which satisfied Napoleon's ambition and French love of splendour. Accordingly a senatus consultum of May 18th, 1804, formally decreed to him the title of Emperor of the French.

A senatus consultum of August 1st forthwith proclaimed Napoleon Bonaparte Consul for Life and ordered the erection of a Statue of Peace, holding in one hand the victor's laurel and in the other the senatorial decree.
