The question in Masonry is not taken viva voce or by "aye" and "nay." This should always be done by "a show of hands." Nor should any other kind of division be ever admitted among Masons." Calling for the yeas and nays has been almost universally condemned as an unmasonic practice, nor should any Master allow it to be resorted to in his lodge.

The same day they adopted another resolution, declaring that "the act of Congress made it the duty of the Secretary of the Treasury to pay the principal of said claim, and it was therefore paid in conformity with law and precedent," by a vote of 112 yeas and 66 nays.

Third, The recommendation of Benjamin F. Butler, that the platform should consist simply of a re-affirmation of the Cincinnati platform, and not another word. The last proposition was first voted on, and lost, by 105 yeas to 198 nays. The Minority platform was then adopted by 165 yeas to 138 nays.

The process by which this committee was created will be described in the following chapter. Lack of Excitement Cause The Resolution Dilatory Motions Yeas and Nays Proposed Amendments in the Senate Debate in the Senate Mr. Howard Mr. Anthony Mr. Doolittle Mr. Fessenden Mr. Saulsbury Mr. Hendricks Mr. Trumbull Mr. Guthrie Passage of the Resolution in the Senate Yeas and Nays Remarks of Mr.

In the final decision, the simple "majority of the freemen" was accepted. Had this not been the case, the constitution would have failed of ratification, for, as Burlington made no returns, the vote stood 59 out of 120 towns for ratification, with 13,918 yeas to 12,364 nays, giving a majority of but 1554.

Harris, of Maryland, made a sort of "Last Ditch" protest against adjournment, by demanding the "yeas and nays" on the motion to adjourn.

Stevens, "the rebel States might have been made model republics, and this nation an empire of universal freedom; but he preferred 'restoration' to 'reconstruction." The question was taken, and the joint resolution passed the House by a vote of over three-fourths 120 yeas to 32 nays.

The first of these Resolutions was adopted, by 80 yeas to 69 nays; the second was tabled, by 71 yeas to 69 nays; and the Preamble was agreed to, by 78 yeas to 63 nays.

The debate, frequently interrupted by Appropriation Bills, and other important and importunate measures, lasted until the 31st of January, when Mr. Ashley called the previous question on his motion to reconsider. Mr. Stiles at once moved to table the motion to reconsider. Mr. Stiles's motion was lost by 57 yeas to 111 nays.

The yeas and nays were ordered on the demand of Mr. Howard. Yeas Anthony, Bayard, Buckalew, Davis, Dixon, Doolittle, Fessenden, Fowler, Grimes, Hendricks, Howe, Johnson, McCreery, Morrill of Maine, Morton, Norton, Patterson of New Hampshire, Patterson of Tennessee, Ross, Saulsbery, Sherman, Sprague, Sumner, Trumbull, Van Winkle, Vickers, Willey 27 15 Republicans and 12 Democrats.
