When we consider this general attitude towards crime in connection with what we have already indicated about the rapid decline in numbers of witch convictions, it seems a safe guess that the Cromwellian government, while not greatly interested in witchcraft, was, so far as interested, inclined towards leniency. But finally, owing to the bad generalship and incompetency of Whitelocke, his troops got into such a muddle that half the force was captured or disabled. On July 6, Liniers decided to send a flag of truce with the proposal to surrender all the English prisoners, including those taken with Beresford, provided Whitelocke would evacuate the territory of Buenos Aires.
Concerning his embassage to Sweden this is again proposed to him in September 1653, but, as we read in the minutes of the Council, "when he was desired to proceed, finding himself out of health, he desired to be excused, whereupon Council still wishing to send the embassy the Queen of Sweden being favourably inclined to the Commonwealth pitched upon Lord Whitelocke, who was willing to go."
Great numbers of pardons were issued; and when Whitelocke suggested that no offences should be capital except murder, treason, and rebellion, no one arose in holy horror to point out the exception of witchcraft, and the suggestion, though never acted upon, was favorably considered.
