When Solon was gone, the citizens began to quarrel; Lycurgus headed the Plain; Megacles, the son of Alcmaeon, those to the Sea-side; and Pisistratus the Hill-party, in which were the poorest people, the Thetes, and greatest enemies to the rich; insomuch that, though the city still used the new laws, yet all looked for and desired a change of government, hoping severally that the change would be better for them, and put them above the contrary faction.
Next, Solon, being willing to continue the magistracies in the hands of the rich men, and yet receive the people into the other part of the government, took an account of the citizens' estates, and those that were worth five hundred measures of fruits, dry and liquid, he placed in the first rank; those that could keep a horse, or were worth three hundred measures, were made the second class; those that had two hundred measures, were in the third; and all the other were called Thetes, who were not admitted to any office, but could come to the assembly, and act as jurors; which at first seemed nothing, but afterward was found an enormous privilege, as almost every matter of dispute came before them in this latter capacity.
To who ranked among the Thetes he gave nothing but a place in the Assembly and in the juries. A man had to rank as a Pentacosiomedimnus if he made, from his own land, five hundred measures, whether liquid or solid. Those ranked as Knights who made three hundred measures, or, as some say, those who were able to maintain a horse.
The effect of this was to produce, soon after their return to Attica, a still further modification of the constitution of Clisthenes. The Thetes the lowest of the four classes of Athenian citizens, were declared eligible for the magistracy, from which they had been excluded by the laws of Solon.
Those ranked as Zeugitae who made two hundred measures, liquid or solid; and the rest ranked as Thetes, and were not eligible for any office. Hence it is that even at the present day, when a candidate for any office is asked to what class he belongs, no one would think of saying that he belonged to the Thetes. Part 8
In support of the latter definition they adduce the name of the class, which may be supposed to be derived from this fact, and also some votive offerings of early times; for in the Acropolis there is a votive offering, a statue of Diphilus, bearing this inscription: The son of Diphilus, Athenion hight, Raised from the Thetes and become a knight, Did to the gods this sculptured charger bring, For his promotion a thank-offering.
The third class were the Zeugitae, whose property qualification was two hundred medimni of dry or liquid produce; and the last class were the Thetes, whom Solon did not permit to be magistrates, but whose only political privilege was the right of attending the public assemblies and sitting as jurymen in the law courts.

They possessed portions of land as their own property, which they cultivated themselves; but there was another class of poor freemen, called Thetes, who had no land of their own, and who worked for hire on the estates of others. Slavery was not so prevalent in the Heroic age as at a later time, and appears in a less odious aspect.
A couple of lumps of iron, one of them apparently the head of a club, were found in Schliemann's "Burned City" at Hissarlik; for the rest, swords, spear-heads, knives, and axes are all of bronze in the age called "Mycenaean." But we do not know whether iron implements may not yet be found in the sepulchres of Thetes, and other poor and landless men.
