The number of persons to whom the Ten-hour Act applied was estimated at something over 360,000. That is, including the children, at least three-fourths of all persons employed in textile industries had their hours and some other conditions of labor directly regulated by law.

This passing coal was surely the very beginning-unless the superintendent should take it into his head to send me to work in the mines from which the coal came in order to get a completer understanding of the genesis of electricity for street railways. Work! I, who had worked with men, found that I didn't know the first thing about real work. A ten-hour day!

The Consumers' League convinced the Supreme Court of the United States, and the Oregon ten-hour law was upheld. The importance of this decision cannot be overestimated. On it hangs the validity of nearly all the laws which have been passed in the United States for the protection of women workers.

In 1901 after a long and wearisome dickering with the National Metal Trades Association, a shorter day was agreed upon, but, as the employers would not agree to a ten-hour wage for a nine-hour day, O'Connell led his men out on a general strike and won.

The persistent demand of the workingmen was for a ten-hour day. Harriet Martineau, who traveled extensively through the United States, remarked that all the strikes she heard of were on the question of hours, not wages. But there were nevertheless abundant strikes either to raise wages or to maintain them.

Their places were not, however, filled by men, and now, they are receiving for their ten-hour day $1.90 or 15 cents more than they had previously been paid for a twelve-hour day, and in addition they now are given every third Sunday off duty. This showed the good results of the law, particularly when there was a strong organization behind the workers.

For instance: The labor is divided into two ten-hour shifts, the day shift and the night shift, and not infrequently hardy men either have not the physique to endure the exhausting labor of pick and shovel or they "soldier" in their work.

I have never heard of any female school, public or private, in which any such plan has been adopted; nor is it likely that any similar plan will be adopted so long as the community entertain the conviction that a boy's education and a girl's education should be the same, and that the same means the boy's. What is known in England as the Ten-hour Act, which Mr.

Not to speak of a still-born law about a ten-hour day for artisans, dating from the time of Catherine II., an Imperial commission had been appointed as early as 1859, but nothing practical came of its deliberations until 1882, when legislative measures were taken for the protection of women and children in factories.

Finally, although somewhat belatedly, President Van Buren issued on March 31, 1840, the famous executive order establishing the ten-hour day on government work without a reduction in wages. The victory came after the National Trades' Union had gone out of existence and should be, more correctly, correlated with a labor political movement. Early in 1837 came a financial panic.
