Early in May the news arrived that the Russians had advanced through the Dobrudscha and had commenced the siege of Silistria. A few hours later the "Falcon" and several other ships of war were on their way up the Dardanelles, convoying numerous store-ships bound to Varna.
But everywhere there was the greatest desire to know what would be done next. It was the general opinion that the two armoured vessels were merely tenders to the submerged machines which had done the mischief. Having fired no guns, nor taken any active part in the combat, there was every reason to believe that they were intended merely as bomb-proof store-ships for their formidable consorts.
Vincent, picking up on their way large convoys of store-ships all bound for the Tagus, where the Armada was collecting. These were all burned, and Drake brought up at Cape St. Vincent, hoping to meet there a portion of the Armada expected from the Mediterranean. As a harbour was necessary, he landed, stormed the fort at Faro, and took possession of the harbour there.
Some of the regiments were already under canvas, others were still bivouacked in the open air, as the store-ships carrying the heavy baggage had not yet arrived. The generals and their staffs had taken up their quarters in the villages.
The store-ships from England continued to come in, and though Howe was vexed and at times alarmed by the loss of the valuable stores that fell into Washington's hands, on the whole he felt very strong. So much fuel arrived that in January the destruction of houses and wharves was stopped, and the men who had been on duty for the purpose were commanded to make themselves presentable.
Two powerful squadrons by sea were destined for the service of this expedition: the first, consisting of eleven great ships, was commanded by lord Anson and sir Edward Hawke; the other, composed of four ships of the line, seven frigates, six sloops, two fire-ships, two bombs, ten cutters, twenty tenders, ten store-ships, and one hundred transports, was put under the direction of commodore Howe, who had signalized himself by his gallantry and conduct in the course of the last fruitless expedition.
In consequence of the death of the shogun, which took place soon after, Perry did not return for his answer until the following year, casting anchor again in the Bay of Yedo on February 12, 1854. He had now a larger fleet, consisting of three steam-frigates, four sloops-of-war, and two store-ships. Entering the bay, they came to anchor at the point known as the "American anchorage."
It consisted of two battle-ships and eighteen cruisers, with their complement of store-ships and pinnaces; it was manned with a force of soldiers and sailors to the number of two thousand three hundred, and it is not surprising that constant difficulties delayed its departure. Yet delay was dangerous in the extreme.
Shortly after, two other store-ships arrived, and the community was never again so badly in want of provisions. Matters were growing cheerful, when a fresh gloom was caused by the arrival of a fleet filled to overflowing with sick and dying convicts. Seventeen hundred had been embarked, but of these two hundred had died on the way, and their bodies had been thrown overboard.
In the end of October it was judged necessary to shorten the allowance of provisions one-third; for although we might expect store-ships from England by the end of January, 1790, yet as there did not remain above five months provisions in the settlement, the governor thought it necessary to issue an order for two-thirds allowance to commence the 1st of November.
