This current is due to the uniform and continual dispersion of the statical electricity with which the wire is charged along its whole length, as would happen to any other conducting body placed in an insulating medium.

The statical condition represents content, the dynamical, discontent; and both content and discontent, each still retaining a little of its opposite, must be carried down to the lowest atom. Action is the process whereby thought, which is mental, is materialised and whereby substance, which is material, is mentalised.

It is necessary to combine the statical view of social phenomena with the dynamical, considering not only the progressive changes of the different elements, but the contemporaneous condition of each; and thus obtain empirically the law of correspondence not only between the simultaneous states, but between the simultaneous changes, of those elements.

To find this law, which, when duly verified, will be the scientific derivative law of the development of humanity, we must combine the statical view of the phenomena with the dynamical.

Habitually looking at things rather in their statical aspect than in their dynamical aspect, they never realize the fact that, by small increments of modification, any amount of modification may in time be generated.
