It is a terrible picture, but not one peculiar to Italy; wherever the government of capitalists in a slave-state has fully developed itself, it has desolated God's fair world in the same way as rivers glisten in different colours, but a common sewer everywhere looks like itself, so the Italy of the Ciceronian epoch resembles substantially the Hellas of Polybius and still more decidedly the Carthage of Hannibal's time, where in exactly similar fashion the all-powerful rule of capital ruined the middle class, raised trade and estate-farming to the highest prosperity, and ultimately led to a hypocritically whitewashed moral and political corruption of the nation.

But popular sentiment was also overwhelmingly against it; he estimated that the voters were for a free-State more than two to one. All the efforts of the pro-slavery party to form a slave-State seemed to be finally abandoned. If he could not make Kansas a slave-State, his next desire was to make her a Democratic State.

The free-state men of the North and the slave-state men of the South were to rush into Kansas and struggle for its possession.

But in the scarcely disguised civil war into which the competition for Kansas had developed, the Slave-State party had the support of bands of "border ruffians" from the neighbouring State, who could appear as citizens of Kansas one day and return to their homes in Missouri the next.

Essentially a slave-State constitution of the most pronounced type, containing the declaration that the right of property in slaves is "before and higher than any constitutional sanction," it made the right to vote upon it depend on the one hand on a test oath to "support this constitution" in order to repel conscientious free-State voters, and on the other hand on mere inhabitancy on the day of election to attract nomadic Missourians; it postponed the right to amend or alter for a period of seven years; it kept the then existing territorial laws in force until abrogated by State legislation; it adopted the late Oxford fraud as a basis of apportionment; it gave to Calhoun, the presiding officer, power to designate the precincts, the judges of election, and to decide finally upon the returns in the vote upon it, besides many other questionable or inadmissible provisions.

Lincoln to the Presidency and endorsed his course elevating him to the proudest and most honorable position on Earth. They felt under deep obligation to him because he had appreciated their condition as a Slave-State. It was not too much to say that by the exercise of rare discretion on his part, Maryland to-day occupies her position in favor of Freedom.

The hopelessness of making Kansas a slave-State was once more acknowledged, the Governor's policy indorsed, and a resolution "against the submission of the constitution to a vote of the people was laid on the table as a test vote by forty-two to one." The Governor began already to look upon his counsels and influence as a turning-point in national destiny.

A real middle class in our sense of the term there was not, as indeed no such class can exist in any fully-developed slave-state; what appears as if it were a good middle class and is so in a certain measure, is composed of those rich men of business and landholders who are so uncultivated or so highly cultivated as to content themselves within the sphere of their activity and to keep aloof from public life.

On the other hand, the slave-state men had a native preference for the bowie-knife and the shot-gun, yet showed a kind of respect for the ballot-box by insisting that it should be stuffed with votes on their side. Thus for a long while was waged a dubious, savage, and peculiar warfare.
