Any war or threat of war, whether immediately affecting any of the Contracting Powers or not, is hereby declared a matter of concern to the League of Nations and to all the Powers signatory hereto, and those Powers hereby reserve the right to take any action that may be deemed wise and effectual to safeguard the peace of nations.
I am not advised that similar action has been taken by any other of the signatory governments. One of the notable advances in international morality accomplished in recent years was an arrangement entered into on April 13th of the present year between the United States and other powers for the repression of the circulation of obscene publications.
Most of the treaties bind the signatory powers to submit to the Hague Tribunal all differences in so far as they do not affect "the independence, the honor, the vital interests, or the exercise of sovereignty of the contracting countries, and provided it has been impossible to obtain an amicable solution by means of direct diplomatic negotiations or by any other method of conciliation."
Recognizing that Belgian neutrality has existed for many years past solely on Germany's good-will, it became the right and urgent duty of the other signatory powers to endeavour to strengthen the corner-stone.
The British Government pointed out that, by international agreement to which Austria-Hungary is a party, a European Treaty is not to be modified without the consent of all the signatory Powers, and that this consent had not been asked by Austria-Hungary.
The Powers signatory or adherent to this Covenant agree that they will themselves seek to establish and maintain fair hours and humane conditions of labour for all those within their several jurisdictions who are engaged in manual labour and that they will exert their influence in favour of the adoption and maintenance of a similar policy and like safeguards wherever their industrial and commercial relations extend.
For these he became known over the civilised world, and was loaded with honours. In 1762 he returned to America, and took a prominent part in the controversies which led to the Revolutionary War and the independence of the Colonies. In 1776 he was U.S. Minister to France, and in 1782 was a signatory of the treaty which confirmed the independence of the States.
In October, 1904, at the instance of the Interparliamentary Union, which, at a conference held in the United States, and attended by the lawmakers of fifteen different nations, had reiterated the demand for a second conference of nations, I issued invitations to all the powers signatory to The Hague Convention to send delegates to such a conference, and suggested that it be again held at The Hague.
Here I happened to have a trump card. I showed him Sir Julian Pauncefote's plan to substitute a council composed of all the ministers of the signatory powers residing at The Hague, with my amendment making the Dutch minister of foreign affairs its president. This he read and said he liked it; in fact, it seemed to remove a mass of prejudice from his mind.
It is to be observed that the seals of Roman Wills, and other documents of importance, did not simply serve as the index of the presence or assent of the signatory, but were literally fastenings which had to be broken before the writing could be inspected.
