The Sage-Men chose annually a board of senators, or schepens, whose functions were mainly judicial; and there were generally two, and sometimes three, burgomasters, appointed in the same way. This was the popular branch of the Estates.

Two others were called burgomasters, and five others were called schepens. The burgomasters and the schepens presided over the trials, in the stone tavern which Governor Kieft had built at Coenties Slip, and which had now become the Stadt Huys or City Hall. With the appointment of these officers, New Amsterdam became a city.

The skippers who had run their cargoes through the gauntlet, all the way from Flushing to Antwerp, found on their arrival, that, instead of being rewarded, according to the natural laws of demand and supply, they were required to exchange their wheat, rye, butter, and beef, against the exact sum which the Board of Schepens thought proper to consider a reasonable remuneration.

Every stout trencherman hastened to the standard; nay, some of the most corpulent burgomasters and schepens joined the expedition as a corps de reserve, only to be called into action when the sacking commenced. The conduct of the expedition was entrusted to a valiant Dutchman, who, for size and weight, might have matched with Colbrand, the Danish champion, slain by Guy of Warwick.

Every man must go to law before the Schepens. If any one being summoned and present in Walcheren does not appear, or refuses submission to sentence, he shall be banished with confiscation of property. An appeal lies from the Schepens to the Count. No one can testify but a householder. All alienation of real estate must take place before the Schepens.
