This matter was thoroughly canvassed at the last session of the Congress and does not need restatement. The bill before the Senate with the elimination of the time clause should be passed. We have no intention of competing with any other country. This building program is for necessary replacements and to meet our needs for defense. The cost of national defense is stupendous.

That, if it be ever attainable, is certainly far enough off. But there are some considerations, not always sufficiently present to our minds, which may perhaps help us, not to a solution, but to a rational restatement, of the riddle. It is possible to suppose, in the first place, that the Artificer, though entirely well-meaning, was not a free agent.

The Revisers, as the Bishop truly says, heard in the Jerusalem Chamber all the arguments against their conclusions they have heard since; and he goes on to say that no restatement of old arguments had in the least degree shaken his confidence in the general results.

The love of truth, the passion for the fact, the determination to follow life wherever life leads, are noble, artistic instincts, and have borne noble fruit; but what is often called Realism has suffered quite as much as Idealism from weak practitioners, and stands quite as much in need of rectification and restatement.

The remodelling is so radical that it seems most reasonable to conclude that it was purposeful, that the original author of the Queste had a very clear idea of the real nature of the Grail, and was bent upon a complete restatement in terms of current orthodoxy. I advisedly use this term, as I see no trace in the Queste of a genuine Mystic conception, such as that of Borron.

There was no need of further concealment; and in midsummer, 1831, he issued his famous Address to the People of South Carolina, and this restatement of the Exposition of 1828 now became the avowed platform of the nullification party. The Fort Hill Letter of August 28, 1832, addressed to Governor Hamilton, was a simpler and clearer presentation of the same body of doctrine.

The essential thing is to do something with it. Only thus can you keep it in the focus of attention. This is equivalent to the restatement of another fact stressed in a previous chapter, namely, that the mind is not a passive thing that stands still, but an active thing. When you give attention, you actively select from a number of possible objects one to be clearer than the rest.

As early as February 12, 1844, "An Act to provide for the expression of the opinion of the people of the Territory of Iowa upon the subject of the formation of a State Constitution for the State of Iowa" was approved by the Governor. In substance this act was practically a restatement of the provisions of the act of February 16, 1842.

The position of this Government relative to the limitation of armaments, the results already secured, and the developments up to the present time are so well known to the Congress that they do not require any restatement. The magnitude of our present system of veterans' relief is without precedent, and the results have been far-reaching.
