Just think of what goes on in France! And so why risk a revolution which would place power in the hands of the extreme revolutionists, the anarchists? We fear all that, and this explains our resignation. I know very well that a few think they can detect salvation in a republican federation, a reconstitution of all the former little states in so many republics, over which Rome would preside.

It was impossible to effect a stable reconstitution of the social order until men had been accustomed to use their minds freely, and had gradually thrown off the demoralizing burden of superstition.

Beginning with the democratic movement of the Gracchi, this century includes the civil wars of Marius and Sulla, the temporary reconstitution of the oligarchy, the renewed outbreak of war between Julius Caesar and the senate, and the confused period of administrative anarchy which was terminated by the rise of Augustus to a practical dictatorship, and the arrangement by him of a working compromise between the two great opposing forces.

The plan for the governance of the world by a league of pacific peoples, on the other hand, postulated the abolition of war preparations, including strategic frontiers. Consequently the more satisfactory the Treaty the more unfavorable would be the outlook for the moral reconstitution of the family of nations, and vice versa.

Such is the false position from which neither the Salvation Army nor the Church of England nor any other religious organization whatever can escape except through a reconstitution of society. Nor can they merely endure the State passively, washing their hands of its sins. The State is constantly forcing the consciences of men by violence and cruelty.

It is they who have caused thinkers to doubt the noble part which woman is called to fulfil; who have compelled Proudhon to say: "Woman is the desolation of the just," and that other apostle of socialism, Bebel, that she is incapable of helping in the reconstitution of Society: "Slave of every prejudice, affected by every moral and physical malady, she will be the stumbling-block of progress.

Only a baseless misconception of the peasant’s character could induce the supposition that he would feel the slightest enthusiasm about the principles involved in the reconstitution of the Empire, or even about the reconstitution itself. He has no zeal for a written law, as such, but only so far as it takes the form of a living law—a tradition.

The British official declaration respecting Malta was clear and practical. The island was to be restored to the Knights of the Order of St. John and placed under the protection of a third Power other than France and England. But the reconstitution of the Order was no less difficult than the choice of a strong and disinterested protecting Power.

The work of destruction of the medieval unions was thus completed. Both in the town and in the village the State reigned over loose aggregations of individuals, and was ready to prevent by the most stringent measures the reconstitution of any sort of separate unions among them. These were, then, the conditions under which the mutual-aid tendency had to make its way in the nineteenth century.

As head of the War Department, two years ago, he did more than any living Frenchman towards the reconstitution of true esprit militaire in the French army. He prepared the way for the three years' service, and reorganized the forces of the nation that had grown rusty during the decade that preceded the alarm caused by the German Emperor at Agadir.
