For the preparation of five additional reports of reconnaissances and surveys since the last session of Congress, for the civil constructions upon thirty-seven different public works commenced, eight others for which specific appropriations have been made by acts of Congress, and twenty other incipient surveys under the authority given by the act of 30th April, 1824, about one million more of dollars has been drawn from the Treasury.
He was too young to dissimulate, too young to spare them. He knew nothing either of lies or of pity. He never thought that any one could suffer anguish about a son or a brother when this son and brother was himself supremely happy in his vocation. He was naïvely cruel. But the rounds and reconnaissances were not to hold him long; and he already scented other adventures.
The usual reconnaissances were carried out on the 15th, and the following morning the customary distribution of bombs, flares, rockets and other warlike paraphernalia took place. This was done with great regularity before every battle, and yet on reaching an objective we could never find the required rockets. The men carrying them seemed invariably to become casualties.
The military material employed by the first Napoleon has become, in less than two generations, nearly as obsolete as the sling and stone of the shepherd, and attack and defence now begin at distances to which, half a century ago, military reconnaissances hardly extended.
Their battleships, built to fight craft of their own kind, or at least fortresses capable of replying to their fire, were now sent out to bombard innocent watering-places lying breast open to the sea. Their air-craft, constructed for reconnaissances, were ordered to drop bombs out of the clouds on to sleeping cities in the darkness of the night.
The advance toward Bagdad was begun in the middle of September, 1915, but owing to the constantly changing conditions in the bed of the Tigris, which hindered the progress of vessels, and the necessity for constant reconnaissances of the river region, it was not until the last of the month that the British force, consisting of only four brigades, reached the vicinity of Kut-el-Amara.
These gunboats have been for a long time past almost constantly under fire; they have made bold reconnaissances past the enemy's forts and rifle pits, and on the 1st and 2nd September, in conjunction with the Irregular levies under Major Stuart Wortley, and the Howitzer Battery, they materially aided in the capture of all the forts on both banks of the Nile, and in making the fortifications of Omdurman untenable.
The three enclosures thus became three forts, and in the principal work the two captured brass guns were mounted, in small bastions thrown out from the north and west corners. While the infantry were thus engaged, Ruthven and his camel-men made daily reconnaissances of the surrounding country, and eagerly looked for the first appearance of Ahmed Fedil.
First, the reconnaissances, which the scouts had to make daily. Next, the artillery observers, whose work it was to direct our gun-fire. Next, the fighters, pure and simple. Another job was bombing, but we have not had as much of that as of the other branches of the work.
In the meantime, between 9 and 10 o'clock, enquiries in the town, and especially reconnaissances on the part of the officers of the general staff, had revealed the fact that the castle of Bellevue, near Fresnois, was suited for the accommodation of the Emperor, and was not yet occupied by the wounded.
