In those societies where vice is esteemed, where crime is crowned, where venality is constantly recompenced, where the most dreadful disorders are punished, only in those who are too weak to enjoy the privilege of committing them with impunity; the practice of virtue is considered nothing more than a painful sacrifice of fancied happiness.

Durecur had got by his acts of generosity, a decent profit of a hundred per cent; he was, besides, recompenced, on the application of the governor, by that decoration, which it seems, ought to be conferred for some brilliant action, and not for a very profitable commercial transaction; but let us return to our schooner.

In like manner it belongeth to the Office, and Duty of the Soveraign, to apply his Rewards alwayes so, as there may arise from them benefit to the Common-wealth: wherein consisteth their Use, and End; and is then done, when they that have well served the Common-wealth, are with as little expence of the Common Treasure, as is possible, so well recompenced, as others thereby may be encouraged, both to serve the same as faithfully as they can, and to study the arts by which they may be enabled to do it better.

The difficulties which these successive regulations were made to obviate, will be amply recompenced by the good effects of a national militia, provided it be employed in a national way, and for national purposes: but if the militia are embodied, and the different regiments that compose it are marched from the respective counties to which they belong; if the men are detained for any length of time in actual service, at a distance from their families, when they might be employed at home in works of industry, for the support of their natural dependents; the militia becomes no other than an addition to, or augmentation of, a standing army, enlisted for the term of three years; the labour of the men is lost to the community; they contract the idle habits and dissolute manner of the other troops; their families are left as incumbrances on the community; and the charge of their subsistence is, at least, as heavy as that of maintaining an equal number of regular forces.

The adventurers, "or the major part of them which shall be present and assembled for that purpose" were empowered to make grants of land according to "the proportion of the adventurer, as to the special service, hazard, exploit, or merit of any person so to be recompenced, advanced, or rewarded."
