The growth of racism at the turn of the century, besides encouraging the development of Negro institutions, revived the interests of some whites in fighting for racial justice. Whites were particularly upset by racially motivated acts of violence. Lynchings reached a high point in American history at this time.

Just in the same way at a higher remove there is a certain unity of character pervading the deeper and wider differences that appear in the various centres of Western civilization. This unity of character is very largely due to continuous descent from a common cultural ancestor. The civilization of the West is fundamentally one not because the peoples of the West are one racially. They are not so.

The Slavs were a people who tilled the soil, cherished free institutions, fought on foot, were gentle in character. The Bulgars were nomads and pastoralists, obeying despotic chiefs, fighting as cavalry. They came as conquerors, but in time were absorbed in the more stable Slavonic type. Without a doubt the Bulgars were racially nearly akin to the Turks first cousins at least.

This is because the Near and Middle East have been racially a vast melting-pot, or series of melting-pots, wherein conquest and migration have continually poured new heterogeneous elements, producing the most diverse ethnic amalgamations.

If the British Empire stands for a merely racial civilisation of which the benefit is reserved for the white man only, what, they ask, is the value of a promise of partnership in it when Indians are ipso facto racially disqualified from partnership? There lies the rub.

They are showing that they possess force not from authority, or tradition, or as part of a system of doctrine, or as racially fitting, but when presented in new and often very unfavourable surroundings. Borrowing an expression from physical science, certain elements of Christianity are proving themselves dynamical.

The idea is prevalent that there is ill will between the Norwegian and Swedish peoples. This is a popular misconception. The Norwegian and Swedish peoples are racially very similar in character and habits, and mutually respect each other. King Oscar was as beloved and honored in Norway as he was in Sweden, and deservedly so. The Norwegians felt proud of his character, life, and statesmanship.

Slavery has always been an evil institution, and being a slave has always been undesirable. However, the slave in America was systematically exploited for the accumulation of wealth. Being a slave in a democracy, he was put outside of the bounds of society. Finally, because his slavery was racially defined, his plight was incurable.

Yet, though these are racially related there is no such feeling as a Pan-Teutonic sentiment combining them into a racial unity. Instead of community and fraternity, a very marked racial and natural divergence exists between the several peoples named, especially between the British and Germans.

And this involves a recognition of the fact that nationality is never to be defined solely in terms of race or language, but can arise, and should be encouraged to arise, among racially divided communities such as Canada and South Africa.
