Thomas Relfe and other gentlemen, who settled on Pasquotank, Perquimans and Little rivers, buying their lands from the Indians; and later, when Charles II included the Albemarle region in the grant to the Lords Proprietors, taking out patents for their estates from these new owners of the soil, paying the usual quit-rents for the same.
Reached Ruse's farm,* and begged to look at his grant, the material part of which runs thus: "A lot of thirty acres, to be called Experiment Farm; the said lot to be holden, free of all taxes, quit-rents, &c. for ten years, provided that the occupier, his heirs or assigns, shall reside within the same, and proceed to the improvement thereof; reserving, however, for the use of the crown, all timber now growing, or which hereafter shall grow, fit for naval purposes.
These grants from the crown, in the portions of the colony of New York that lie west of the river counties, were generally, if not invariably, simple concessions of the fee, subject to quit-rents to the king, and reservations of mines of the precious metals, without any of the privileges of feudal seignory, as existed in the older manors on the Hudson, on the islands, and on the Sound.
They are registered in the proper office, and the State trustee collects them from the owner for the time being as quit-rents are collected in Great Britain or land revenue in India. The value of the back lands which some of the provinces are clandestinely deprived of, by the unjust extension of the limits of Canada, valued only at five pounds sterling per hundred acres, amount to upwards of twenty-five millions, Pennsylvania currency; and the quit-rents at one penny sterling per acre, to two millions yearly.
The efforts of these men, among whom Randolph was the prince of beggars, to obtain grants of land, to destroy the validity of existing titles, to levy quit-rents, and to exact heavy fees, were a menace to the prosperity of the colony; while the further attempt to destroy the political importance of the towns by prohibiting town meetings, except once a year, was an attack on one of the most fundamental parts of the whole New England system.
The restraint upon rice, an innumerated commodity, was partly taken off; and, that it might arrive more seasonably and in better condition at the market, the colonists were permitted to send it to any port southward of Cape Finisterre. A discount upon hemp was also allowed by parliament. The arrears of quit-rents bought from the Proprietors were remitted by a bounty from the Crown.
The General Assembly once again came to the aid of the planter by rating tobacco in payment of debts at one and one-fifth pence in 1682, and two pence in payment of quit-rents in 1683.
The tobacco offered for the quit-rents was naturally of inferior quality. Such as it was, the king favored selling it at auction.
Complaints were made to the Assembly, that all the valuable lands on navigable rivers and Creeks adjacent to Port-Royal had been run out in exorbitant tracts, under colour of patents granted by the Proprietors to Cassiques and Landgraves, by which the complainants, who had, at the hazard of their lives, defended the country, were hindered from obtaining such lands as could be useful and beneficial, at the established quit-rents, though the Attorney and Solicitor-General of England had declared such patents void.
