Its commerce, independently of that of the out-ports, gives employment to from eight to ten Kling vessels, of a hundred and fifty or two hundred tons burden, which arrive annually from Porto Novo and Coringa about the month of August, and sail again in February and March.

Besides this great company, the residence of whose governor and directors was to be in London, it was declared lawful to erect different fishing chambers in all the different out-ports of the kingdom, provided a sum not less than £10,000 was subscribed into the capital of each, to be managed at its own risk, and for its own profit and loss.

Upwards of six thousand of the very refuse of the population were impressed, as if in time of war, and were provided with clothes and tools to be embarked for New Orleans, to work in the gold mines alleged to abound there. They were paraded day after day through the streets with their pikes and shovels, and then sent off in small detachments to the out-ports to be shipped for America.
The descent thus accounted for has chiefly then been caused by the competition amongst Westerners allowing Chinese merchants to get on even terms with them, when, being extremely good business men, holding absolute command of the native markets, and able to live much more cheaply than Europeans, they have generally ousted small foreign traders from the out-ports by carrying operations over their heads direct to well-known houses at the great centres of trade.
This put a stop to the manufactures that were for exportation in most parts of England, except in some out-ports; and even that was soon stopped, for they all had the plague in their turn.
