Every one who is interested in Bolshevism knows the series of elections, from the village meeting to the All-Russian Soviet, by which the people's commissaries are supposed to derive their power. We were told that, by the recall, the occupational constituencies, and so on, a new and far more perfect machinery had been devised for ascertaining and registering the popular will.

The long-suffering public is becoming aware that the taxpayers are compelled to bear the burden of supporting the pitifully great multitude of incapacitated or rendered dependent because of industrial accident or occupational diseases. Employers insure their liability, and the poor man has to fight an insurance company, and at present reform is blocked on the plea that it is unconstitutional.

At one end, men die, retire, or are pensioned off; at the other end, young recruits are taken on. By a diversion of the new recruits from one employment to another, a radical change can be made in the occupational census in a comparatively short space of time. It is in this manner that such movement as takes place is largely effected at the present time.

The subdivision was territorial instead of occupational and the government centralized. The constitution of the Knights of Labor was drawn in 1878 when the Order laid aside the veil of secrecy to which it had clung since its foundation in 1869. The lowest unit of organization was the local assembly of ten or more, at least three-fourths of whom had to be wage earners at any trade.

The nature and method of the occupation must normally determine the mode of its organisation, e.g., the rise and character of a specialised directive class, and the nature of these occupational chiefs as contrasted with the people and with each other.

They have entered an occupational field on an experimental basis and should be advised and helped during the experimental period when they are deciding to make a go of it or to try for something more congenial or at least more acceptable.

In many of these occupations, however, as we have already said, the wages are low as compared with the standards of living maintained by that particular occupational class; hence, as we have already said, later marriages and fewer children. Rising standards of living and rising costs of living have, therefore, impinged more heavily upon the native born than upon the foreign born.

Good-fellowship, social responsiveness and neighborliness rest on a basis of common labor, common problems, and common welfare. Like-mindedness and the spirit of coöperation are after all more a matter of similar occupational interests than of nationality.

Occupational safety still demands attention, as I pointed out last year, and legislation to improve the Longshoremen's and Harbor Workers' Compensation Act is still needed. The improvement of the District of Columbia Unemployment Insurance Law and legislation to provide employees in the District with non-occupational disability insurance are no less necessary now than 12 months ago.
