And, as I pointed out in the chapter specially devoted to the shortage of labor, the most serious need at present is to keep skilled workers at their jobs instead of letting them drift away into non-productive labor. No amount of Saturday picnics could do that, and it was obvious long ago that some other means, would have to be devised.
America will never give up the hope that eventually all nations can, with mutual confidence, drastically reduce these non-productive expenditures. The material foundation of our national safety is a strong and expanding economy. This we have and this we must maintain. Only with such an economy can we be secure and simultaneously provide for the well-being of our people.
But it is to be added, in qualification of this qualification, that so long as the household subsists, even with a divided head, this class of non-productive labour performed for the sake of the household reputability must still be classed as vicarious leisure, although in a slightly altered sense.
Their ulterior, economic ground is to be sought in the honorific character of that leisure or non-productive employment of time and effort without which good manners are not acquired. The knowledge and habit of good form come only by long-continued use.
And it is for this very reason that so many men in India to-day don the yellow robe of this profession, and make capital out of this sentiment of the people. There are millions of these religious mendicants who are entirely non-productive and live upon the common people. A few of them, doubtless, are sincere and are seeking after communion with God.
I found that most of the technical work which was being done with infinite pains and a vast expenditure of time was not only non-productive of expressive sounds, but actually harmful and misleading as regards the development of the musical sense.
