If ever it should happen that the system of English athletics should vanish from the public schools and the universities, if science should supply some new and non-competitive manner of perfecting the physique, if public ethics swung round to an attitude of absolute contempt and indifference towards the feeling called sport, then it is easy to see what would happen.

These being a class of enterprises partly or wholly non-competitive and monopolistic in character, the assumption of public control over them did not directly attack the system of production and distribution in general, and even the timid and conservative viewed the step with little apprehension.

The process of combination which has been characteristic of American railroad development from the start has been checked recently both by government action and by anti-railroad agitation; but if the railroads were exempted from the provisions of the Anti-Trust Law and were permitted, subject to official approval, either to make agreements or to merge, according as they were competing or non-competing lines, there can be no doubt that the whole country would be gradually divided up among certain large and essentially non-competitive systems.

In the field of transportation, boards of railway presidents or other combinations have been formed, by which rates of fares and freight rates have been established, "pooling" or the proportionate distribution of freight traffic made, "car trusts" formed, and other non-competitive arrangements made.

New techniques, chiefly non-competitive, must be discovered and employed in the maintenance of social relations. Not only must war be abandoned as a means of achieving social objectives, but exploitation of nature and man must be superceded by a planet-wide life style that conserves natural wealth and shifts the center of economic endeavor from competition to cooperation.
