As the sovereign of Italy, Maximian was intrusted with the care of extinguishing this troublesome, rather than dangerous spirit, and the task was perfectly suited to his cruel temper.

By this victory of Constantine, the Roman world was again united under the authority of one emperor, thirty-seven years after Diocletian had divided his power and provinces with his associate Maximian.

He then turned against Licinius, and the bloody battle of Adrianople, A.D. 323, when three hundred thousand combatants were engaged, followed by a still more bloody one on the heights of Chrysopolis, A.D. 324, made Constantine supreme master of the Empire thirty-seven years after Diocletian had divided his power with Maximian.

Galerius, who had raised Licinius to fill the post vacated by the death of Severus, invaded Italy to reestablish his authority, but, after threatening Rome, was compelled to retire. The deaths of Maximian and Licinius may perhaps be justified by the maxims of policy, as they are taught in the schools of tyrants; but an impartial narrative of the executions, or rather murders, which sullied the declining age of Constantine, will suggest to our most candid thoughts the idea of a prince who could sacrifice without reluctance the laws of justice, and the feelings of nature, to the dictates either of his passions or of his interest.

The last great persecution, in the reign of Decius, cruel though it had been, did not approach in severity this final effort to exterminate the disciples of the Christian faith, who had now become very numerous. But the tyrant of Italy rashly ventured to provoke a formidable enemy, whose ambition had been hitherto restrained by considerations of prudence, rather than by principles of justice. After the death of Maximian, his titles, according to the established custom, had been erased, and his statues thrown down with ignominy.

So great was the consternation in the city, that the friend denounced his friend, the father his son, and the son his father.
