Even the engagement ring is not required to be first-hand or should it be first-finger? so long as it is solid; which perhaps accounts for the superiority of the Jewish marriage-rate. Leah rose entirely to her feet, the light of the diamond reflected in her eager eyes. She leant across the table, stretching out a finger to receive her lover's gift.
And as regards the marriage-rate, the answer is that marriage and parenthood are not inseparable, a proposition which might be much amplified if a writer who wishes to be heard could afford to have the courage of everybody's convictions. But already, in the middle classes, men limit their families to the number they can support.
Süssmilch, however, regarded population as still in need of stimulus. Kings might help Providence. A new Trajan would deserve to be called the father of his people, if he increased the marriage-rate. Malthus replies that the statistics which the worthy man himself produced showed conclusively that the marriages depended upon the deaths.
Before we consider the alternative suggestions that some are making, and proceed to indicate how the paternal endowment of motherhood can be enforced in every class, as public opinion practically enforces it in the upper and middle classes, let us meet the objection that, if fatherhood is to be made so serious an act, and if so much self-sacrifice is to be exacted from those who undertake it, the marriage-rate and the birth-rate will fall more rapidly.
Professor Bateson has clearly shown that we shall be able duly to estimate environment only when Mendelian analysis has gone much further, and has instructed us in detail as to the nature of the material upon which environment is to act. For instance, there is the well-established fact that women who have undergone "higher education" show a low marriage-rate, and produce very few children.
Mayo-Smith, in remarking on the influence of war on the marriage-rate, says that in 1866 the Prussian rate fell from 18.2 to 15.6, while the Austrian rate fell from 15.5 to 13.0. In the war of 1870-71 the Prussian rate fell from 17.9 in 1869 to 14.9 in 1870 and 15.9 in 1871; but in the two years after peace was made it rose to 20.6 and 20.2, the highest rates ever recorded.
It has been practised for æons, and it is the aim of sound legislation and practice everywhere to-day. As has been admitted, the more we express this principle, the lower will fall, not necessarily the marriage-rate, but the parent-rate; fewer men will become fathers, but they will be fitter.
