Each district is governed by a Landrost, assisted by such officials as shall be joined to him by the law. The Commandants and Field-Cornets of the division are, as far as those purposes of government are concerned, under the orders of the aforesaid civil servants. District Council and town or village boards can be established where the population so desires.

Each person who comes or has come to the South African Republic to stay shall, after at least two years, and after fulfillment of the provisions of Article 1, be able to obtain letters of naturalization, and shall, at least five years after naturalization, be able to obtain the full franchise, provided that in both instances, six months before the expiration of the fixed period, he gives written notice of his intention to apply therefor to the State Secretary through the Field-Cornet and Landrost of his ward and district.

He at once advised me not to mention my name, or show myself too much, as that very day a new Landrost had arrived to take charge of the town, and strict regulations respecting the coming and going of the inhabitants and visitors were being made. He then gave me some splendid news of the Natal border, the first intelligence of the victories of Dundee, Elandslaagte, and Glencoe.

Old Hans Coetzee told me that he denounced him to the Veld-Cornet as an uitlander and a verdomde Engelsmann about two years before the annexation, and tried to get him to persuade the Landrost to report him as a law-breaker to the Raad; while all the time he was pretending to be so friendly.

Notice of the contravention mentioned in Article 107 is given by the officers to the Landrosts of their districts, who will have to see that the fines are called in. A month after the expiration of a commando the President shall, by means of the Landrost, take care that the assigned share of the booty comes to the seriously wounded, the widows and orphans of the dead.

The maintenance of order among the persons present, as mentioned in Article 42, must be entrusted to the Field-Cornet appointed to that purpose by the Landrost of the district where the session is held. The Landrost shall also appoint a messenger to be at the service of the Volksraad during the meeting.
