If and when society is ever so organized that it can produce what it needs without spurring the citizen to work with the inducement supplied by possession, and the power to hand on property, then it may be possible to abolish the inequities that hereditary property carries with it.
We will not tolerate wage discrimination based on sex, and we intend to strengthen enforcement of child support laws to ensure that single parents, most of whom are women, do not suffer unfair financial hardship. We will also take action to remedy inequities in pensions. These initiatives will be joined by others to continue our efforts to promote equity for women.
In this hope, I am requesting the Secretary of the Treasury to prepare appropriate proposals for revising, at the proper time, our tax structure, to remove inequities and to enhance incentives for all Americans to work, to save, and to invest. Such recommendations will be made as soon as our fiscal condition permits.
We should now remove the more glaring tax inequities, particularly on small taxpayers; reduce restraints on the growth of small business; and make other changes that will encourage initiative, enterprise and production. Twenty-five recommendations toward these ends will be contained in my budget message. Without attempting to summarize these manifold reforms, I can here illustrate their tendency.
The only way out of these inequities is what is commonly called "Secularism." The word has some unfortunate associations. It has been connected in the past with a blatant form of negation, and also with a social doctrine which all decent people repudiate. Who are they?
The United States Government should pursue initiatives begun by my Administration and the Congress to stimulate insular economic development; enhance treatment under Federal programs eliminating current inequities; provide vitally needed special assistance and coordinate and rationalize policies. These measures will result in greater self-sufficiency and balanced growth.
The actions taken by the Congress at my request helped stabilize the system. That legislation was later complemented by the Disability Insurance Amendments of 1980 which further bolstered the disability insurance program, and reduced certain inequities among beneficiaries.
But, most of all, the present industrial constitution of society is, like every society which has ever existed, full of inequities. It is the aim of progressive education to take part in correcting unfair privilege and unfair deprivation, not to perpetuate them.
Clearly the Information Highway is crossing all sovereign borders and penetrating even the most closed societies. The inequities and benefits in closed societies are becoming known to both the public as well as the bosses.
No doubt it is easy to demonstrate that property will destroy society unless society destroys it. No doubt, also, property has hitherto held its own and destroyed all the empires. The knell of that over-rated institution will not sound until it is felt to conflict with some more vital matter than mere personal inequities in industrial economy.
