Among the lower animals, so far as the facts have been noticed, there seems no great inequality, as to strength or endurance, between the sexes. In migratory tribes, as of birds or buffaloes, the males are not observed to slacken or shorten their journeys from any gallant deference to female weakness, nor are the females found to perish disproportionately through exhaustion.
Laws must be the direct expression of the will of the majority, and be altered solely on its will. It would be well, therefore, to have a continuous election, so that, any day, the electors can change their representative for a new man. Property is the creator of inequality, and this factor in our artificial state can be eliminated only by absorption.
The police power, which sets the welfare of all above private property when these conflict, is a second doctrine whose ethical import far outruns its legal applications. Yet it is by neither of these that the most significant progress has been made toward removing that handicap of inequality which is the chief injustice of our economic system.
The same conclusions are valid regarding crime. If we suppress poverty and the shocking inequality of economic conditions, hunger, acute and chronic, will no longer serve as a stimulus to crime. Better nourishment will bring about a physical and moral improvement.
I refer you to the report of the Postmaster-General for a full statement of the facts of the case and of the steps taken by him to correct this inequality. He has exerted all the power conferred upon him by the existing laws.
