Necessary as such an incorporation was for the very existence of the Union, no constitutional union had ever been enacted. Practically the Province of Holland, representing more than half the population, wealth, strength, and intellect of the whole confederation, had achieved an irregular supremacy in the States-General.

But facts had shown not only that the mere assemblage of enormous hosts was of little avail, but that the troops really capable of marching and fighting were by their very incorporation in such a mass rendered useless and involved in the general ruin.

When, in 1815, these provinces fell under the rule of Holland, it was hoped that the German element would again rise. But Holland is not Germany. Estranged provinces are alone to be regained by means of their incorporation with an empire imbued with one distinct national spirit; the subordination of one province to another but increases national antipathy and estrangement.

With this grant was begun the series of illustrated publications already mentioned, known as the "Bulletin of the Museum of Comparative Zoology in Cambridge." During this period he urged also the foundation of a National Academy of Sciences, and was active in furthering its organization and incorporation by Congress.

Provision is, therefore, made in the law drafted by the committee for the organization of such corporations for any lawful purpose other than for such purposes as the manufacture and distilling of intoxicating liquors or the buying and selling of real estate which it has been the consistent policy of the commonwealth to except from incorporation under the general law.

There is, indeed, sir, another method of incorporation, by adding new companies to each regiment; but of this method the advantage would be small, because the number of captains and inferiour officers must be the same, and the pay of only the field officers would be saved, and this trifling gain would be far over-balanced by the inconveniencies which experience has shown to arise from it.

Holland and Zealand were to remain as they were, both in the matter of religion and otherwise. He was to procure the assistance of the King of France for the Netherlands. He was to maintain a perfect and a perpetual league, offensive and defensive, between that kingdom and the provinces; without; however, permitting any incorporation of territory.

Though the entire road was not fifty miles in length, the original enterprise contemplated only a section thereof, which, in accordance with an act of incorporation passed by the State Legislature in 1802, was built from the court-house in Dedham, the shire town of Norfolk County, to the north precinct meeting-house in Attleborough, then a small border town of Bristol County.

Philip on the other hand was resolute to bring them by gradual steps to the same level of absolute subjection and incorporation in the body of the monarchy as the provinces of Castille. The Netherlands were the wealthiest part of his dominions. Flanders alone contributed more to his exchequer than all his kingdoms in Spain.

It is not correct to say, even if the body of the mature man undergoes unceasing changes to an extent implying the reception, incorporation, and dismissal of nearly a ton and a half of material in the course of a year, that in this flux of matter there is not only a permanence of form, but, what is of infinitely more importance, an unchangeableness in his intellectual powers.
