This gave the enemies of free trade and currency reform an opportunity of renewing their protests against Peel's and Huskisson's financial policy. They failed to effect their object, but Goulburn, the chancellor of the exchequer, initiated a considerable reduction of expenditure and remission of taxes.
Such were Mr Huskisson's reasons. They were grounded on alleged necessity. He said in substance: "The navigation laws are very good things; and if we could only persuade other nations to take our goods, while we virtually shut out their shipping, it would, doubtless, be very advisable to continue the present system. But you can no longer do this.
Huskisson was somewhat arbitrary, it gained him a sort of popularity, on account of the firmness with which he stuck to his point. The laugh was fairly on his side; and many of the vessels in the Thames hoisted flags, and exhibited other signs of rejoicing at Mr. Huskisson's dismissal. The first important measure, during the Duke's administration, was the repeal of the Test and Corporation Acts.
Huskisson declaring he never meant to resign, and the Duke as positively adhering to his original construction of the first letter. Mr. Huskisson's place was filled up, and he resented that proceeding by declaring in the House of Commons his belief that he had been sacrificed as a peace-offering to gain the support of some of the old tories.
To Archie, who during the past few days had been privileged to hear Miss Huskisson rehearsing, the place had a sort of brooding quiet, like the ocean just before the arrival of a cyclone. As Lucille had said, Miss Huskisson's voice was loud. It was a powerful organ, and there was no doubt that it would take the cloistered stillness of the Cosmopolis dining-room and stand it on one ear.
I will tell you something of the events on the 15th, as, though you may be acquainted with the circumstances of poor Mr. Huskisson's death, none but an eyewitness of the whole scene can form a conception of it.
I reminded him of Lord Clare's appointment, not yet approved by the King. April 8. Cabinet at 2. The Committee on the Bank Charter to be taken out of Huskisson's hands. The King was not well yesterday. The Duke recollected Clare's appointment, and thinks I shall have the warrant in a day or two. April 9.
The contrast between our departure from Liverpool and our arrival at Manchester was one of the most striking things I ever witnessed. The news of Mr. Huskisson's fatal accident spread immediately, and his death, which did not occur till the evening, was anticipated by rumor.
Huskisson's melancholy death has left us unable to say whether upon this matter he would have been as convertible as Peel. In any case the general principle of free trade was as fully adopted by Huskisson and Canning as by the Utilitarians themselves. The Utilitarians could again claim to be both the inspirers of the first principles, and the most consistent in carrying out the deductions.
Owing to Huskisson's enlightened policy the old navigation laws had been repealed upon the condition of reciprocity; the combination laws had been liberally revised; various bounties had been abandoned on free trade principles, and the monstrous evils of smuggling had been greatly abated.
