Already in the previous year Prince Leopold of Hohenzollern-Sigmaringen had been a candidate for the throne of Spain. That candidature had been withdrawn in order to avert a conflict between France and Germany; but now it was revived at Bismarck's instigation in order to bring about one.
The Cortes in 1870 offered the Spanish crown to Prince Leopold of Hohenzollern-Sigmaringen, who belonged to a younger branch of King William's family. The proposal was regarded in France with indignation, as a new step in the upbuilding of Prussian power. King William was required to forbid his relative's candidacy, which he declined to do. The prince, however, of his own accord withdrew.
Indeed I had made my uncle's order of the Spur hereditary, and travelled under the name of the Chevalier Barry, chamberlain to the Duke of Hohenzollern-Sigmaringen.
Prince William of Wied, the first Prince of Albania, is a member of one of them, and is thus entitled to rank with the royalties of Europe: the father-in-law of ex-King Manoel of Portugal, the Prince of Hohenzollern-Sigmaringen, a branch of the Kaiser's own family, is another familiar recent instance. And every one remembers Prince Albert of Saxe-Coburg-Gotha, the husband of Queen Victoria.
He assured me that when he left France there was no talk or thought of war. During his brief summer voyage the whole startling event had begun and culminated. Prince Leopold of Hohenzollern-Sigmaringen being invited to become candidate for the throne of Spain, France promptly sent her defiance to Prussia, followed a few days later by formal Declaration of War.
His luckless victim is Prince Leopold of Hohenzollern-Sigmaringen, a Catholic, thirty-five years of age, and colonel of the first regiment of the Prussian foot-guards, whose father, a mediatized German prince, resides at Duesseldorf. The Prince had not the good sense to decline. By what title did France undertake to interfere with the choice of Spain?
This upper house is made up of the princes of the royal family who are of age; the descendants of the formerly sovereign families of Hohenzollern- Hechingen and Hohenzollern-Sigmaringen; chiefs of the princely houses recognized by the Congress of Vienna; heads of the territorial nobility formed by the King; representatives of the universities; burgomasters of towns with more than fifty thousand inhabitants, and an unlimited number of persons nominated by the King for life or for a limited period.
