By reason of his rank and character, and the active part he took in the settlement of the River St. John, he may justly be regarded as the most influential person on the river while he lived. John. Great part of his forfeited estate was bestowed on Walter Scott, first Lord of Buccleuch, and on the first Earl of Roxburghe. Francis Stewart, son of the forfeited Earl, obtained from the favour of Charles I. a decreet-arbitral, appointing the two noblemen, grantees of his father's estate, to restore the same, or make some compensation for retaining it.
The additional data placed a different face upon the question, and the Law Officers arrived at a conclusion contrary to that which they had formerly expressed. In those days the keeper of a tavern was usually quite an important personage.
The non-performance of the promises made by the grantees, at length induced the Congress of New Granada to annul all privileges conferred on individuals for the purpose of opening a canal, or constructing a railroad across the isthmus, and notifying that the project should be left open for general competition.
