Bovio maintained that which Gioberti, Ellero, Conforti, Tissol had already maintained, namely that it is impossible to solve the problem which is still the theoretical foundation of the classic school of criminology, the problem of the relation between punishment and crime.
Balbo's work, Le Speranze d'Italia, had lately created an impression, only second to that made by the Primato of Gioberti. Practical men like Cavour preferred the simple programme which Balbo put forward the liberation of Italy from foreign yoke before all things to Gioberti's mystical outpourings, much as they pleased the general.
Gioberti aimed at unity, independence and liberty; the first two to be obtained by a confederation of the various States under the Presidency of the Pope, the last by internal reforms in each State. The ambitions of Balbo were for a Kingdom of Italy. A confederation of States was to him, as to Gioberti, the only practical solution.
He had never shown any liking for the Neapolitan Bourbons, and the willingness which he expressed to Gioberti to crown Charles Albert King of Italy if his arms were successful, was probably duly appreciated by Ferdinand II. To save the Pope from absorption by the retrograde party, and to avoid the certainty of a foreign invasion, Gioberti, who became Prime Minister of Piedmont in November 1848, was anxious to occupy the Roman states with Sardinian troops immediately after the Pope's flight, when his subjects still recognised his sovereignty.
The walls were hung with chefs-d'oeuvres of Titian, Tintoretto, Paul Veronese, and Gioberti, all gorgeously framed in Italian style; and between each picture was a mirror that extended from floor to ceiling.

The constitutionalists, indeed the moderate reformers, the party of Balbo and Gioberti and D'Azeglio, which comprised most of the educated and reflecting persons in the State, seem to have been entirely satisfied with it as a whole, or as it was.

The importance of these men, moreover, lies more in the sphere of social philosophy than in the sphere of noëtics. Of the three greatest Italian philosophers of this century, Galluppi, Rosmini, and Gioberti, the first named is more in sympathy with the Kantian position than he himself will confess.
