We were not to be made a buffer between alliances and ententes. The advent of the United States into the family of nations nearly a century and a half ago was an event of worldwide significance. Efforts are also often made to stir up ill-feeling between the other States, so as to have a free hand for private schemes.

No special or separate interest of any single nation or group of nations was to be taken as the basis of any settlement which did not concern the common interest of all; there were not to be any leagues or alliances, or special pacts or ententes within the great family of the society of nations; economic deals and corners of an egotistical nature were to be forbidden, as also all forms of boycotting, with the exception of those applied in punishment to the countries transgressing the rules of good fellowship; all international treaties and agreements of every kind were to be published in their entirety to the whole world.

In order to maintain that indefensible claim she is driven to aggression and intrigue in every quarter of the globe; to setting otherwise friendly peoples by the ears; to forming "alliances" and ententes, to dissolving friendships, the aim always being the old one, divide et impera.

The promotion of cottage industries, the prevention of juvenile street trading, the extension of the Borstal prison system, the furtherance of vague talkative religious movements the fostering of inter-racial ententes, all found in him a tireless exponent, a fluent and entertaining, though perhaps not very convincing, advocate.

In spite of this failure, the cabinet of St. James continued to play the rôle of international watchman, and employed the influence secured by ententes in previous years to carefully prevent other European governments from violating the laws of neutrality towards Japan.
