A despotical prince must, with time, die, or might be killed by a modern Brutus: a despotical law, acts despotically, without such a fear; while it prevents the free citizen to think with the free mind of republicans. And to be vigilant against the bad laws of a country like this, it is the duty of every citizen!

And that hunger is originated from the continual plunders which the despotical foreign powers in Italy, and surrounding Italy, are unlawfully forcing on us to maintain an exorbitant army, with which to distress us. Who knows, that the father of the poor piedmontese had not been hanged for having claimed the rights of man, the very rights to which God did create us?

Such a council can command obedience only by the military force with which they are accompanied; and their government is, therefore, necessarily military and despotical. Their proper business, however, is that of merchants. It is to sell, upon their master's account, the European goods consigned to them, and to buy, in return, Indian goods for the European market.

Whether oppression, injustice, and cruelty, are the only evils which attend on despotical government, may be considered apart. In the mean time it is sufficient to observe, that liberty is never in greater danger than it is when we measure national felicity by the blessings which a prince may bestow, or by the mere tranquillity which may attend on equitable administration.

Burnet, speaking of King James's proceedings against the universities, and that several of the clergy wrote over to the Prince of Orange to engage in their quarrel, adds: When that was communicated to me, I was still of opinion, that, though this was indeed an act of despotical and arbitrary power, yet I did not think it struck at the whole: So that it was not in my opinion a lawful case of resistance.

Dorr, is now in contradiction with the whole Union. I would prefer to live in a country under a despotical prince, than in a country where a despotical law can condemn the high minded, who could not submit to it.

That which the despotical master has sown, cannot quicken unless it die; it must languish and expire by the effect of its own abuse, before the human spirit can spring up anew, or bear those fruits which constitute the honour and the felicity of human nature.

Slavery, however, is not always introduced by mistake; it is sometimes imposed in the spirit of violence and rapine. Princes become corrupt as well as their people; and whatever may have been the origin of despotical government, its pretensions, when fully declared, give rise between the sovereign and his subjects to a contest which force alone can decide.

Other states may be more or less corrupted: this has corruption for its basis. Here justice may sometimes direct the arm of the despotical sovereign; but the name of justice is most commonly employed to signify the interest or the caprice of a reigning power. Human society, susceptible of such a variety of forms, here finds the simplest of all.

The Mexican, like the Asiatic of India, being addicted to pleasure, was sunk in effeminacy; and in the neighbourhood of the wild and the free, had suffered to be raised on his weakness a domineering superstition, and a permanent fabric of despotical government.
