The ownership and control are vested in, and the profits are distributed among, the whole community of consumers, irrespective of their industrial wealth.

This means that we must achieve a level of demand and purchasing power by private consumers farmers, businessmen, workers, professional men, housewives which is sufficiently high to replace wartime Government demands; and it means also that we must greatly increase our export trade above the prewar level. Our policy is, of course, to rely as much as possible on private enterprise to provide jobs.

The possession of these gave an impetus to trade, and brought to Canada a number of merchants and others who were consumers of natural products and money spenders. Moreover, in Canada furs were the main article of exportation. Their abundance swelled the public revenue and increased the number of ships employed in the Canadian trade.

Besides the innumerable direct and indirect methods by which agriculture and industries are assisted in production, the Board has laboured successfully in the establishment of such means of communication, by railway, steamship, or otherwise, as will enable goods to be imported and exported at rates sufficiently low to make trade possible and profitable to producers and consumers in remote congested districts.

That again does not suffice: it would be necessary also to group consumers in a common household, whereby you would abandon the point. We are not to abolish the idea of value, which is as impossible as to abolish labor, but to determine it; we are not to kill individual liberty, but to socialize it.

There will never, therefore, be a greater quantity produced, of commodities in general, than there are consumers for. But there may be, and always are, abundance of persons who have the inclination to become consumers of some commodity, but are unable to satisfy their wish, because they have not the means of producing either that, or anything to give in exchange for it.
