The word "do" is to be understood as including forbearances as well as acts. They must be capable of fulfilling the conditions of action and the conditions of self-restraint, which are necessary either for keeping the established polity in existence, or for enabling it to achieve the ends, its conduciveness to which forms its recommendation.

Without attempting in this place to justify my opinion, or even to define the kind of justification which it admits of, I merely declare my conviction, that the general principle to which all rules of practice ought to conform, and the test by which they should be tried, is that of conduciveness to the happiness of mankind, or rather, of all sentient beings; in other words, that the promotion of happiness is the ultimate principle of Teleology.

The excellence of all rules of life must, therefore, depend on their conduciveness to the sole object which life has in view, viz., enjoyment. But the excellence of rules of life, or of conduct or modes of acting, would seem to be but another name for their morality, and the morality of actions obviously depends on their conformity to moral rules.

However any of our present institutions may have begun, it can only, they think, have been preserved to this period of advanced civilization by a well-grounded feeling of its adaptation to human nature, and conduciveness to the general good.

Virtue, according to the utilitarian conception, is a good of this description. There was no original desire of it, or motive to it, save its conduciveness to pleasure, and especially to protection from pain.

He must prove: That pleasure is the only thing ultimately desirable; that each is under obligation to promote the pleasure of all; that its mere conduciveness to the production of a preponderance of pleasure makes an action right, even though the pleasure be a malicious one, as in the illustration above given.

Whence, if so much be admitted, it necessarily follows that the test of the morality of actions is their conduciveness to enjoyment. But the enjoyment thus referred to is not that of the agent alone, for if it were, no action whatever could possibly be immoral.

Conduciveness to Progress, thus understood, includes the whole excellence of a government. But, though metaphysically defensible, this definition of the criterion of good government is not appropriate, because, though it contains the whole of the truth, it recalls only a part.

You have concerned yourself with my love of property only in so far as it affected your fondness for apples. In order to appeal to you I have had to appeal to this, as yet your only interest. The moral value of your action lies wholly in its conduciveness to this interest, because it is controlled wholly by it.

With regard to the religious motive, if men believe, as most profess to do, in the goodness of God, those who think that conduciveness to the general happiness is the essence, or even only the criterion, of good, must necessarily believe that it is also that which God approves.
