By custom and under sanction of law certain studies are pursued in the common schools of every state. Spelling, reading, writing, arithmetic, geography, history, grammar, civics and physiology are the subjects usually taught. The school authorities select the textbooks which shall be used in each subject.

This is also true of Hull-House activities in regard to public movements, some of which are inaugurated by the residents of other Settlements, as the Chicago School of Civics and Philanthropy, founded by the splendid efforts of Dr. Graham Taylor for many years head of Chicago Commons.

An examination of the catalogues of the agricultural colleges, whether separate institutions or colleges of state universities, reveals the fact that, beyond elementary work in economics, in civics, and occasionally in sociology, little opportunity is given students to study the farm question from its social standpoint.

We should support Americans who tithe and contribute to charities, but don't earn enough to claim a tax deduction for it. Tonight, I propose new tax incentives to allow low- and middle-income citizens to get that deduction.
