As regards Civics, such have been afforded to America during the summer of 1904 by the Municipal Section of the St. All these have taken form since the Paris Exposition of 1900, with its important section of social economy and its many relevant special congresses.

Is not the time ripe for bringing together the movements of Civics and Eugenics, now here and indeed everywhere plainly nascent, and of setting these before the public of this country in some such large and concrete ways, as indeed, in the latter subject at least, have been so strongly desiderated by Mr. Galton?

During the winter of 1918, a civics course was conducted by Miss Anthony covering local and national government, Mayor Joseph H. Gainer of Providence and other city officers speaking in the course.

We should support Americans who tithe and contribute to charities, but don't earn enough to claim a tax deduction for it. Tonight, I propose new tax incentives to allow low- and middle-income citizens to get that deduction. We should do more to help new immigrants fully participate in the American community investing more to teach them civics and English.

The two main aspects of the development of citizenship through the schools which have already been noted may be summarised as follows, and may be considered separately: The direct teaching of civics or of citizenship; The development through the ordinary school community of the qualities of the good citizen.

While John was doing his last year in engineering school, Mary did a year of technical study in the New York School of Philanthropy, or in the St. Louis School of Social Economy, or in the Chicago School of Civics and Philanthropy, or in the Boston School for Social Workers. They won't even let you start in "doing good" nowadays without some training for it.

The home and the city need to be made wholesome and beautiful, and the people need to be encouraged to enlarge their minds by contact with nature, and by the study of all that is elevating and that increases the sum of social responsibility. MR. E.S. WEYMOUTH said: He found it somewhat difficult to see what was to be the practical outcome of civics if studied in the way proposed.

The day a women's club adopts civics as a side line to literature, that day it ceases to be a private association and becomes a public institution and the public sometimes finds this out before the club suspects it. An Eastern woman was visiting in San Francisco a short time before the fire.

The teaching of civics, as it is called, may be of some use in this direction, as showing a boy his points of contact with society. But no instruction in the constitution of society is profitable, unless somehow or other the dutiful motive is kindled, and the heroic virtue of service made beautiful.

What we have recently sunk in the work of suppressing two free States in South Africa would have made it possible to do for three hundred towns what has been done for Dunfermline. Half of what we are now spending on our army and navy would enable us to endow thirty more of such towns annually. Mr. After "Eugenics," or the Science of Good Births, comes "Civics," or the Science of Cities.
