In 1878 Bismarck needed the support of the Centrum party to carry through the new tariff, and the May laws, except that regarding civil marriage, were repealed. The party stands for religious teaching in the primary schools, Christian marriage, federal character of empire, protection, and independence of the state.
At the session of the Reichstag in 1913, when the question of the readmission of the Jesuits was raised, the Centrum party even sided with the Socialists in the matter of the expropriation law for Posen, in order to annoy the chancellor for his opposition to themselves. Such political miscegenation as this does not show a high level of faith or of policy.
The Conservatives, for example, in 1907 gained 1 seat for every 18,232 votes; the Clericals or Centrum, 1 seat for every 20,626 votes; the National Liberals, 1 for every 30,635 votes; and the Social Democrats, 1 for every 75,781 votes.

The country was appealed to to say whether Germany should lose her African colonies or not; a patriotic response was made, and, though the Centrum, as always, came back to Parliament in undiminished strength, the Socialists lost one-half of their eighty seats. The Emperor, needless to say, was tremendously gratified.
But the question is not dead. Voluntary dissolution of the Centrum as a Roman Catholic party would immediately bring about a creation of a true liberal party to which all Germans could belong without a loss of social prestige, without becoming declared enemies of the monarchy and without declaring themselves against religion and morality.
The result was to make the Centrum masters of the political field and place the Conservative-Liberal "bloc" at its mercy. After long discussion, the Government proposals were put to the vote on June 24th, and as the Centrum threw in its lot with the Conservatives, the proposals were rejected by 195 votes to 187.
