No Bolshevik spokesman has ever yet challenged the accuracy of the statement that an overwhelming majority of the deputies elected to the Constituent Assembly were representatives of the Revolutionary Socialist party. As a matter of fact, the Bolsheviki elected less than one-third of the deputies.

If, however, the Peace Conference is really to secure peace and prove to the world a complete plan of settlement which all reasonable men will recognize as an alternative preferable to anarchy, it must deal with the Russian situation. Impelled by the inexorable logic of its own existence as a dictatorship, the Bolshevik government has had to set itself against any and every manifestation of democracy in industry with the same relentless force as it opposed democracy in government.

But the majority were of no class; their only offence seemed to be that they had called themselves Social Revolutionaries. They have been the subject of the most bitter hatred by the Bolshevik leaders.
Though this is the expressed opinion of what the Bolshevik would term one of the "old régime," it is nevertheless the openly-expressed opinion of the sensible leaders of every class of Russian society except two the Bolsheviks at one end, and the Absolutists at the other.
The latter are well known here and in Tobolsk from Bolshevik sources. When during the Brest-Litovsk pourparlers the Russian Delegates were waiting for the Germans, the latter entered the room of conference, and found it filthy with smoke; the Bolsheviki were extremely hilarious, and laughed and joked among themselves.
The Bolshevik coup d'état had disorganized life, had upset postal and telegraphic communications, and had even destroyed, in certain localities, the electoral mechanism itself by the arrest of the active workers. The elections which began in the middle of November were not concluded till toward the month of January.
It is easy to see that, sooner or later, the Bolshevik degeneration over, Russia will be recomposed; Germany, in spite of all the attempts to break her up and crush her unity, within thirty or forty years will be the most formidable ethnical nucleus of Continental Europe.
