Later on, the Liberal party became the Autonomist party, but Spain's concession of the demands of that group came too late, forced, not by the Autonomists but by the party of the Revolution that swept the island with fire and sword from Oriente to Pinar del Rio. The Autonomists sought what their name indicates; the Revolutionists demanded and secured national independence.
The Liberal party became, and remained, the Cuban party, and the Union Constitutional became the Spanish party. Later on, the Liberals became the Autonomists. Their object, for twenty years, was reform in conditions under the rule of Spain. There was no independence party. That was organized, in 1895, by Marti, Gomez, Maceo, Maso, and their associates.
The Upheaval offered the practical test which the labor movement required for an intelligent decision between the rival claims of Knights and trade unionists. The test as well as the conflict turned principally on "structure," that is on the difference between "craft autonomists" and those who would have labor organized "under one head," or what we would now call the "one big union" advocates.
Since the Autonomist-National party had been in control for thirty years or more, it seemed to the Civic-Nationalists, now known as Republicans, to the Autonomists proper, and to various other factions, that they ought to do something to break the hold of that powerful organization.
He goes on: "War was accepted by Spain when the island of Cuba was already lost to her, and when the dispatch of a single soldier more from the Peninsula was infinitely more likely to have caused an insurrection than that of which our Ministers were afraid at the moment, also, when our troops were in want of the merest necessaries, the arrears of pay being the chief cause of their debilitated condition, and when a great part of the Spanish residents in Cuba, under the name of 'Reformers, 'Autonomists, etc., had made common cause with the insurgents, while they were enriching themselves to a fabulous extent by contracts for supplies and transports.
Until then we will not be able to see clearly, and I consider it to be a loss of time and an advance by the wrong road, the sending of emissaries to the rebel field, the negotiating with the autonomists, not yet declared to be legally constituted, and the discovery of the intentions and purposes of this government.
